Law Enforcement Request Guidelines

1. Overview

These guidelines outline the procedure for authorized law enforcement agencies and governmental authorities to request customer data, transaction records, or other relevant information from NIO Exchange. We may update these guidelines periodically to remain compliant with applicable laws and regulations.

NIO Exchange is committed to complying with lawful requests while safeguarding the privacy of our users in accordance with relevant laws. Each law enforcement request Law Enforcement Request will be reviewed and processed on a case by case basis in accordance with our Terms of Service, Privacy Policy, internal policies, and applicable legislation.

All law enforcement requests must be submitted in English to [e-mail]. Requests sent by individuals or entities who are not recognized law enforcement officials, or to any other email address, will not be processed.

2. Content of the Request

To ensure a Law Enforcement Request can be properly evaluated and processed, requests should include the following:

a) Proof of Authority

• Requests must originate from an official government email address or domain
• Include the official case number or reference related to the investigation.
• Provide a valid legal order, such as a court order, subpoena, search warrant, or equivalent, issued by a competent jurisdiction, citing relevant legal provisions.
• Include full name, contact information, and official credentials of the requesting officer.
• Provide documentation proving authorization to submit the request on behalf of the law enforcement agency with jurisdiction over the matter.

b) Case Information

• A clear chronological summary of the alleged incident, including relevant facts and parties involved.
• Detailed transaction information, including wallet addresses, transaction hashes (TXIDs), token types, amounts, and blockchain networks, in a copiable format (e.g., docx, txt, xls, pdf).
• The total funds involved, broken down by token type and estimated value in USD.
• Known information about the user(s), such as full name, UID, registered phone number, email address, and identification numbers, in a copiable format.
• Any additional information that may assist NIO Exchange in understanding the case.

c) Action Required

• Clearly state the requested action in the subject line of your email.
• Specify the exact information being requested, including account registration details, transaction history, IP logs, etc.
• Provide the date range relevant to the request.
• For actions like account freezing or asset seizure, attach supporting legal documentation (court orders, warrants, etc.) and indicate the desired duration of any freeze. If duration is not specified, NIO Exchange may limit freezes to 30 days by default.

d) Formality Requirements

Requests will not be processed if:

• They are not in English. Non-English documents must include an authenticated English translation.
• Transaction and user information are not in a copiable format.
• The request is informal, unsigned, or improperly stamped/sealed (digital signatures/seals alone are insufficient).

3. Submission of Requests

Authorized requests should be submitted to [e-mail]. All submissions must be complete and include supporting documents to ensure efficient processing.

4. Processing Time

Standard requests that meet the requirements above are typically processed within 15–20 business days. For complex or large-scale requests, additional time may be required. NIO Exchange may request further information to properly assess the case.

5. Emergency Requests

Law enforcement agencies may submit expedited requests in cases of imminent harm. Such requests must:

• Be marked Emergency in the email subject line.
• Be sent to [e-mail].

NIO Exchange prioritizes emergency requests for immediate review. Non-law enforcement individuals should contact their local authorities directly.

6. User Privacy Protection

NIO Exchange values user privacy and will only disclose information when legally obligated. All disclosures comply with applicable privacy and data protection laws.

7. International Requests

Requests from foreign law enforcement authorities may require additional documentation, such as Mutual Legal Assistance Treaty (MLAT) agreements or other formal international authorization.

8. Notice of Request

Unless legally prohibited, or if the request explicitly requires confidentiality, NIO Exchange may notify the relevant user before disclosing personal information.

9. Disclaimer

Nothing in these guidelines constitutes consent to any law enforcement request or submission to any jurisdiction. Each request will be evaluated individually.

NIO Exchange expressly reserves all rights, including the right to challenge jurisdiction and pursue any legal remedies available.
